Under-eye primer?

I’m using a powder concealer and foundation which you may think wouldn’t cause a lot of creasing under the eyes… But the creasing begins within an hour of applying my makeup and it’s so annoying. It doesn’t matter what eye cream I use. So I’m wondering if anyone knows any good primers that can be applied under the eyes to combat this problem? Or would a translucent setting powder maybe work to apply on top of my foundation and concealer?
